He was born on 18 October 1991 in London, England, the son of a Norwegian father and a British mother who had grown up in London. Toby has a younger brother named Louis.

Toby’s family was originally known by the Norwegian family name Hansen, which is very popular, and one of his ancestors just got tired of having a name that almost everyone and anything in Norway carried, so he did something legendary by replacing the family name with Regbo, and a new generation was born. As he told Interview Magazine, his teacher made him stand in front of a mirror and pretend to be a plant, and that just scared Toby off, but he stuck with it, and later he realized that acting was indeed his true vocation.
Toby then enrolled at the Young Blood Theatre Company and soon got an agent on land who started booking auditions for him. He made his debut role in the British TV movie Sharpe’s Challenge in 2006. In 2009 Regbo received positive reviews from critics for his role as Eliot in Tusk Tusk at the Royal Court Theatre in London. It was his first theatre role. After that, he had roles in the two-part mini-series Treasure Island and the three-part series The Town.
Toby has also appeared in films; One Day (2010) and Someday This Pain Will Be Use Use to You (2011). His role in the drama thriller Uwantme2killhim? was also highly acclaimed and earned him and his co-star Jamie Blackley the Best Performance in a British Feature Film Award at the Edinburgh International Film Festival.
And then came his role in Reign, an American historical-romantic drama series that introduced him to American audiences who had not known him before, thus expanding his fan base. The CW show ended after 4 seasons and brought Toby a nomination for the Teen Choice Award for Choice TV Breakout Performance.
